Cédula de Inscripción for foreigners without a passport in Spain

If your consulate won’t issue you a passport and you can’t get one, this cédula officially identifies you in Spain. It’s issued by Policía Nacional and lets you do basic admin while you sort your situation.

- 1.Gather proof that your consulate won’t document you (written refusals, emails, failed appointment receipts) and get empadronamiento if you’re not registered.
- 2.Book an appointment at https://sede.administracionespublicas.gob.es/icpplus/index.html. Choose your province and the procedure “POLICÍA – EXPEDICIÓN DE DOCUMENTACIÓN A EXTRANJEROS (TIE y otros)”.
- 3.Create and pay the tasa Modelo 790 código 012 at https://sede.policia.gob.es/Tasa790_012/ selecting the epígrafe Cédula de Inscripción. Pay online (if you have certificado digital) or print and pay at a collaborating bank.
- 4.Go on the appointment day to the Comisaría de Policía – Documentación de Extranjeros with all originals, copies and the photos. They’ll take your fingerprints and signature.
- 5.They’ll give you a receipt (resguardo) and a collection date. If offered, sign up for SMS notifications.
- 6.Collect the Cédula de Inscripción at the same comisaría on the date given (they usually ask for the resguardo and sometimes another photo).
