What you need to have to hand

  3. Proof of address outside Spain (something unquestionable).
  4. Bank letter requesting the certificate (if you can get it, better).

  • Pasaporte original y copia of the data page.
  • Modelo EX-15 marked under Certificados → Certificado de No Residente, with the reason (opening an account, etc.).
  • Tasa Modelo 790 código 012 paid (correct epígrafe) and payment receipt/NRC.
  • Proof of address outside Spain: foreign padrón, utility bill, residence permit of the country where you live.
  • Bank letter requesting the certificate (many comisarías ask for it; avoid wasted trips).
  • Representative: signed authorisation + copy of your passport + DNI/NIE of the representative.
Step by step
  1. Generate the fee Modelo 790 código 012 at https://sede.policia.gob.es/Tasa790_012/ choose the epígrafe for "Certificado de No Residente", fill it in and download the PDF. Pay at the bank or online if available. Keep the receipt.
  2. Book an appointment at https://sede.administracionespublicas.gob.es/icpplus/index.html choose your province and the Policía procedure for Certificados/NIE (in some places it literally appears as “Certificado de no residente”).
  3. Fill in Modelo EX-15 marking the certificate boxes and the reason. Sign it and bring copies if you want a faster visit.
  4. Go to the comisaría/extranjería office with everything: passport, EX-15, fee receipt, proof of address outside Spain and the bank letter. If you’re a recent arrival, bring the entry stamp/boarding pass in case they ask.
  5. Collect the certificate. Usual case: printed on the spot. If they send it to checks, come back in 1–5 días hábiles (they will give you a receipt).
Tricks that save time
  • Appointments: check first thing (8:00–9:00). Avoid Mondays and post-holidays; slots vanish.
  • EX-15: bring it pre-filled and with a copy. Clearly mark “Certificado de No Residente”.
  • Correct fee: the 790-012 has multiple concepts. Choose the epígrafe for the certificate, not “Asignación de NIE”. If you pay the wrong one, you’ll have to pay again.
  • Bank letter: not a legal requirement everywhere, but many offices demand it. Ask your bank or gestor for it.
  • Representative: if you can’t go, prepare a clear authorisation with your details and a legible signature.
Common mistakes that can derail the process
  1. Being empadronado in Spain: if you’re listed as resident, they’ll deny it. This paper is for people who do NOT reside here.
  2. Paying the wrong fee: Modelo 790 código 012 has several concepts. If you pick the wrong one, you’ll pay and return another day.
  3. Not bringing proof of address abroad: they may put your request on hold until you provide it.
  4. Arriving without the bank letter: in some comisarías that’s a reason to send you away. Bring it.
  5. Assuming the validity: the certificate’s practical expiry is 3 meses. If the bank asks later, you’ll need a fresh one.

  4. 4.Attend the comisaría/extranjería office on the appointment day with passport, EX-15, proof of payment of the Modelo 790 código 012, proof of address outside Spain and the bank letter (if requested).
  5. 5.They issue the certificate: in many offices they give it on the spot; if not, they will give you a receipt and deliver it in 1–5 días hábiles.
  6. 6.If a representative acts for you, submit the signed authorisation, their DNI/NIE and a copy of your passport. Some offices require the original signature to be clearly recognisable.

  • If a representative goes: signed authorisation + copy of your passport + copy of the representative's DNI/NIE
  • If you recently entered Spain: entry stamp or boarding pass (in case they ask)

¿Qué necesito para completar Certificado de No Residente sin que me lo rechacen?

Certificado de No Residente tiene una tasa oficial de 10–20€ en Policía Nacional / Ministerio de Inclusión y se puede presentar por cuenta propia.
