Hunting and/or river fishing licence (your autonomous community)
Procedure to get or renew the licence that lets you hunt or fish in your autonomous community. You can do it online with Cl@ve, there’s a mandatory hunter’s insurance linked to the licence, and you must follow the regional rules.

What you need to have to hand
- Cl@ve, certificado digital or DNIe to identify yourself.
- DNI/NIE and contact details (mobile and email).
- Mandatory hunter’s insurance (policy and receipt) if you’re going to hunt and won’t buy it in the procedure.
- Hunter aptitude (examen/convalidación) if it’s your first hunting licence in that community.
- Card or account to pay the tasa autonómica (in many CCAA, Modelo 046).
- If your CA issues a physical card, a passport-style photo.
Documentation
- DNI/NIE in date. If you’re foreign they may ask for passport and residency.
- Certificado de aptitud para la caza or equivalent licence to convalidate (only for hunting and first-time applications).
- Policy and receipt for the hunter’s civil liability insurance in force.
- Payment method for the fee. Some sedes generate NRC if you pay via your bank.
- Authorisation for minors and accompaniment requirements, if applicable.
- Email and mobile for notifications and the PDF download.
Step by step
- Go to the list of licences by community: https://www.miteco.gob.es/es/biodiversidad/temas/caza/ and pick your comunidad autónoma.
- Identify yourself with Cl@ve on your community’s sede and choose licencia de caza or pesca fluvial (new issue or renewal and duration).
- Upload the hunter aptitude or state convalidation. For fishing a declaración responsable usually suffices.
- Attach the insurance policy and the paid receipt or tick the option to buy the basic insurance inside the procedure (if your CA offers it).
- Pay the tasa autonómica by card or generate the NRC and pay at your bank (common: Modelo 046). Download the payment receipt.
- Download your licence in PDF immediately. If you request a physical card, they’ll post it in 1–3 weeks.
Time-savers
- Have the policy and payment receipt in PDF before you start. Otherwise you’ll get stuck mid-application.
- If you had a licence in another CA, look for the convalidación: it can save you taking the exam again.
- Store the licence PDF and the payment receipt on your phone. It saves you if there’s no signal.
- Consider the inter-autonomous licence if you move between several CCAA. It’s usually cheaper than separate licences.
- If online payment fails, generate the NRC and pay at your bank. Then return to the file and attach it.
Common mistakes that can ruin the application
- Assuming the licence includes the coto permit. It doesn’t.
- Getting a hunting licence without insurance in force. You’ll get fined if caught.
- First hunting licence without aptitude: they’ll refuse it and you’ll waste time.
- Ignoring vedas, quotas and allowed methods: heavy fines and gear seizure.
- Paying the fee and not uploading the receipt when the sede asks: the file stays pending.

- 6.Download the licence PDF immediately and you’ll get it by email. If you request a physical card, they mail it to your address in the following days
- DNI/NIE in date (or passport if you are foreign) and contact details (mobile and email)
- Proof of hunter aptitude (examen del cazador) if it’s your first hunting licence in that community, or an equivalent licence/aptitude from another community to convalidate
- Policy and current receipt for the mandatory hunter’s civil liability insurance (if you don’t buy it as part of the procedure)
- Payment method for the regional fee (card or account to generate an NRC; many CCAA use Modelo 046)
- For fishing: identification number and, if asked, a signed declaration that you know the closed seasons (vedas) and quotas
- For minors: parental authorisation and, for hunting, accompaniment requirements according to the regional rules
- ID-style photo only if your community issues a physical card
Examen del cazador for first licences
If you’ve never had a hunting licence in that community they’ll ask for proof of aptitude (exam or equivalent). Without it they will refuse the licence even if you’ve paid.
Mandatory hunter’s insurance
Hunting without a valid insurance is punishable even if you have a licence. Carry the policy and the paid receipt, or buy it in the procedure if the sede offers that option.
The licence is not an all-access pass
For shooting estates (cotos) you need separate permission. There are vedas, quotas and allowed methods. Ignoring this brings heavy fines and equipment seizure.
Inter-autonomous licence
There’s an inter-autonomous hunting/fishing licence between some CCAA. Apply for it in your community if you move between regions. Not all communities participate.
Payments and receipts
Keep the payment receipt and the licence PDF. Sometimes the sede takes time to match bank data and may ask you to show proof again.
Do I need an exam to get my first hunting licence?
Yes. You’ll be asked for the certificate of aptitude (examen del cazador) or a valid convalidation from another community. Renewals usually don’t require it unless you’ve lost the aptitude.
Does my licence let me hunt or fish in other communities?
Usually no. It’s valid in your community. If your CA takes part in the inter-autonomous licence, you can get that and it covers the specific CCAA included.
Does the licence include access to cotos or intensive estates?
No. The licence authorises you, but access to cotos, enclosed areas or controlled stretches needs daily or annual permits separate from the licence.
Can I be fined if I go out without carrying the licence?
Yes. Many licences are digital and valid on your phone, but if you can’t prove it to an officer you risk a sanction. Keep the PDF saved.
How long does the licence last?
Commonly 1 year. Some communities offer 2–5 years or temporary licences (by days). Check the duration when you choose the type before paying.
Can I get a licence for a minor?
Yes, but regional rules set the minimum age, authorisation and, for hunting, accompaniment. You must apply as the representative and attach the authorisation.
