If you’re going to keep animals at a centre (sale, breeding, rescue, boarding or training), your Comunidad Autónoma requires you to register as a Núcleo Zoológico before you open. It’s the permit with inspection and registration number you need to operate without risking a fine.

- Planos/croquis: layout of boxes/cages, quarantine areas, storage, wash stations, access and emergency exits; referencia catastral.
- Licencia ambiental/apertura and certificado de compatibilidad urbanística from the Ayuntamiento.
- Certificado veterinario + designation of veterinario responsable and plan sanitario.
- Seguro RC (policy and receipt).
- Plan de gestión de residuos and contract with an authorised gestor if applicable.
- Identification of the owner (DNI/NIE/NIF, alta en autónomos or company deeds) and, if filed by a third party, representation.
Step by step
- Urbanism first: request compatibilidad urbanística and apply for the licencia municipal (ambiental/apertura) at the Ayuntamiento’s sede.
- Prepare the site: separate areas (healthy/quarantine), washable floors, drains, ventilation, pest control, emergency signage.
- Sign with a vet and prepare the plan sanitario and protocols.
- Enter the sede electrónica of your Comunidad (Consejería de Agricultura/Ganadería o Medio Ambiente) and search Registro de Núcleos Zoológicos. Fill the solicitud and sign with Cl@ve/certificado.
- Attach the memoria, planos, municipal licences, certificado veterinario, insurance and any annexes your comunidad requests.
- Pay the tasa autonómica from the regional sede (carta de pago). If they give you an NRC, keep it and upload it if requested.
- Wait for the inspección: they’ll cite you to check facilities and documents. If there are defects, fix them and send photos/proofs.
- Receive the resolución and your Núcleo Zoológico number. Signpost it and keep the libro de registro up to date.
Time-savers
- Ask for compatibilidad urbanística before renting/buying; it avoids nasty surprises.
- Use a memoria template from a previously authorised activity in your comunidad as a base and adapt it.
- Have insurance and veterinario in place before filing: missing them will trigger requerimientos and cost you weeks.

Common mistakes that can mess up the process
- Trying to open with the solicitud submitted but without resolución: you risk fines and closure.
- Setting up on incompatible land: the Ayuntamiento and Comunidad will stop it.
- Missing a quarantine area or written protocols: the inspection will fail.
- Not paying the tasa correctly or failing to upload the proof: the file stalls.
- Confusing REGA with Núcleo Zoológico: they’re not interchangeable.
- 1.Ask the Ayuntamiento for the certificado de compatibilidad urbanística and process the licencia ambiental/apertura on their sede electrónica (you’ll need planos and a memoria).
- 2.Prepare the memoria técnica of the centre, sign a contract with a veterinario responsable and buy the seguro de responsabilidad civil.
- 3.Go to the sede electrónica of your Comunidad Autónoma (Consejería de Agricultura/Ganadería o Medio Ambiente), search “Registro de Núcleos Zoológicos” and fill in the solicitud using Cl@ve or certificado digital.
- 4.Attach the required documentation (memoria, planos, licencias municipales, seguro, certificado veterinario) and register the solicitud.
- 5.Generate and pay the tasa autonómica for the registro on the regional sede (carta de pago). Pay online with NRC or at a bank and upload the proof if requested.
- 6.Wait for the inspección: the servicio veterinario oficial will contact you to check facilities, animal welfare, cleaning and documentation.
- 7.Receive the resolución and your Núcleo Zoológico number. Display it on signs/branding and have the libro de registro de animales ready before opening.
- Solicitud oficial de inscripción de Núcleo Zoológico de tu Comunidad Autónoma (formulario telemático de la Consejería competente).
- Memoria técnica del centro: actividad (venta, cría, guardería, adiestramiento…), aforos, especies, dimensiones, materiales, limpieza y protocolos.
- Planos y croquis: ubicación (referencia catastral), distribución de recintos, zonas de cuarentena, almacén de piensos, accesos y evacuación.
- Licencia municipal de actividad/ambiental o declaración responsable de apertura y certificado de compatibilidad urbanística del Ayuntamiento.
- Certificado veterinario: plan sanitario y de bienestar, protocolo de desparasitación/vacunación y designación de veterinario responsable (contrato o acuerdo).
- Seguro de responsabilidad civil en vigor (póliza y recibo) con cobertura suficiente para la actividad.
- Plan de gestión de residuos (cadáveres, residuos biosanitarios) y contrato con gestor autorizado, si procede.
- Acreditación del titular: DNI/NIE o NIF, alta en autónomos o escrituras de la sociedad y, si actúa un tercero, autorización/representación.
Don’t open without authorisation
Operating without being registered as a Núcleo Zoológico can bring severe sanctions and immediate closure. Inspectors will ask for the registration number.
Urban planning rules rule
If the land or unit isn’t compatible with the activity, nothing else matters: they’ll shut you down. Get the certificado de compatibilidad urbanística before spending on works.
Inspection and animal welfare
Without separated areas (sick/quarantine), cleaning and written protocols, the inspection will fail. Have the plan sanitario and your veterinario responsable ready.
It’s not the same as REGA
Núcleo Zoológico is for centres with companion/ornamental animals. REGA is for agricultural holdings. Don’t mix them up.
Renewals and changes
If you change owner, address, species or capacity you must inform the authority and usually you’ll need a new inspection. Don’t leave it for later.

Can I open while the registration is in process?
No. In most comunidades you need the resolución and the Núcleo Zoológico number before opening to the public. Opening without authorisation is sanctionable.
How long does it really take?
1 to 3 months is typical: municipal licence, payment of tasas, inspection appointment and resolución. If the unit needs works or urban planning clears, it takes longer.
Can I use a private home to run a boarding or breeding site?
Rarely. Authorities usually require compatible land, soundproofing and separations. In residential zones they usually reject due to noise and capacity.
Do I need a veterinario responsable?
Yes. They’ll ask for a formal designation and a plan sanitario. Without that, the inspection fails and you won’t be registered.
If I only sell online do I need a Núcleo Zoológico?
If you physically custody animals at a centre, yes. If you only broker without holding animals, check your regional rules — it might fit another registro or not require núcleo.
Can I be fined if I operate without registration?
Yes. Significant fines and closure are possible, plus seizure if there’s a sanitary or welfare risk. Not worth it: register and sleep easy.
Does REGA substitute for Núcleo Zoológico?
No. They’re different registros with different purposes. If you breed or keep companion animals you need Núcleo Zoológico; REGA is for agricultural activity.
