Step by step
- Go to the Ayuntamiento sede (sede.madrid.es) and search “Censo Municipal de Animales de Compañía”. Open the ficha and click Tramitar en línea.
- Identify with Cl@ve, certificado digital or DNIe.
- Choose Alta, Modificación or Baja. Fill in the animal’s details (species, breed, sex, birth date), microchip number and your Madrid address.
- Attach files: DNI/NIE, empadronamiento, microchip/RIAC proof and cartilla/passport. If applicable, add transfer, veterinary certificate or police report.
- Check everything and send. Download the registration receipt in case you need it.
- Watch Mi Carpeta on the sede: they may request a subsanación; if everything is ok you’ll find the resolution or the registration certificate.
Time-savers
- Convert photos to PDF and make sure the microchip number is clearly readable. If it’s blurred they’ll reject it.
- Ask your clinic for the certificado RIAC in PDF the same day they microchip the animal and attach it straight away.
- Turn on alerts in Mi Carpeta so you know about subsanaciones immediately.
- For a change of owner, upload a signed transfer with both DNIs. Saves trips.
- If you move: do the baja in Madrid and alta in your new municipality ASAP to avoid a silly fine.
Common mistakes that will mess up your application
- Assuming RIAC covers everything. It doesn’t: you still need the censo municipal.
- Trying to register without being empadronado en Madrid. They’ll reject it.
- Omitting the microchip number or uploading an unreadable proof.
- Uploading huge files or odd formats; the sede has file size limits.
- Mixing this process with the licencia PPP: different fichas and requirements.
- Not checking Mi Carpeta and missing a subsanación; you’ll lose days and patience.

- 4.Attach the required files: DNI/NIE, empadronamiento, microchip/RIAC proof and the cartilla or passport. For a Baja or change of owner attach the death certificate/police report or the signed transfer.
- 5.Send the form and download the registration receipt. Monitor notifications in case they ask you to subsanar something.
- 6.Check the status and download the resolution or the registration certificate from Mi Carpeta on the sede when it’s processed (sede.madrid.es).
- DNI/NIE of the owner (front and back if NIE with TIE is valid)
- Volante/certificado de empadronamiento en Madrid of the owner (recent) or an authorization so the Ayuntamiento can check it
- Microchip number and proof of identification/registration (certificado RIAC or the microchip card)
- Cartilla sanitaria or passport of the animal (page with ID data and vaccines)
- Adoption contract or purchase invoice (if the animal was given/ bought)
- For death or loss deregistration: veterinary death certificate or police report
- For change of owner: signed transfer document and DNI/NIE of both parties
It’s mandatory and there are deadlines
Registering dogs, cats and ferrets is mandatory if you live in Madrid. You must also report changes (owner, address) and deregistrations within short deadlines after the event. If you don’t, you can be fined.
RIAC does not replace the municipal census
The regional registry (RIAC) is separate from the Ayuntamiento census. Many people think the microchip/RIAC is enough. It isn’t — you still need the municipal census.
You must be empadronado in Madrid
You can only register here if you are empadronado in the municipality. If you move, deregister in Madrid and register in your new Ayuntamiento.
PPP/licences are a different process
If your dog needs a licence (regime for potentially dangerous dogs under current rules), that’s processed in a separate ficha. The census doesn’t grant licences or insurance.
Readable attachments
Upload clear documents (PDF is best). The sede limits file size; if the microchip number or details can’t be read they’ll ask you to subsanar and you’ll lose days.

Is it mandatory for cats and ferrets too?
Yes. In Madrid dogs, cats and ferrets must be registered. If you don’t do it, you risk a fine.
Can they fine me if I don’t register?
Yes. It’s an obligation. The amount depends on the applicable rules and the seriousness, but you can be fined for not registering or for not reporting changes.
Can my vet do the census for me?
Vets usually handle the microchip and RIAC. The municipal census is normally done by you online; some clinics help but don’t rely on it unless they confirm it.
When do I need to register if I move to Madrid or adopt?
Do it as soon as the microchip is in place and you are empadronado in Madrid. The law and the ordinance set short deadlines after acquiring the animal or changing address.
How do I deregister for death or loss?
Use the same ficha, option Baja. Attach the veterinary death certificate or the police report if it’s a loss/theft. They’ll record it in your file.
Can I register without a microchip?
No. First identify the animal with a microchip and have the vet register it in the RIAC; then do the municipal census.
How long does it take and how will they notify me?
It’s usually resolved in a few days. You’ll get a notification in Mi Carpeta on the sede and, if you enabled alerts, by email/SMS.
