Request the Tarjeta Sanitaria Europea (TSE) from the Seguridad Social
If you travel inside the EU/EEA/Switzerland and want public healthcare during your stay, this is the card the INSS posts to your home. I explain how to request it online with Cl@ve or at a CAISS if you urgently need a CPS.

What you need to have to hand
- Cl@ve, certificado digital or DNIe that works.
- DNI/NIE and your Número de Afiliación (NAF).
- Postal address correct in the Seguridad Social (where they will send it).
- If you’re travelling now: decide whether to ask for a CPS as a quick fix.
- If someone else handles it: autorización and copies of DNI/NIE.
Documentation
- DNI or NIE of the holder. For beneficiaries, their details and identity document if they have one.
- Número de Afiliación a la Seguridad Social of the holder.
- Proof of beneficiaries (if they aren’t recorded in the INSS: resolution or libro de familia). If they already appear, the system will show them.
- Postal address updated in Tu Seguridad Social (if not, update it first).
- If you request CPS in an office, they may ask for proof of travel (ticket or booking). Online they rarely ask for this.
Step by step
- Go to https://sede.seg-social.gob.es > Ciudadanos > Asistencia sanitaria > Solicitar Tarjeta Sanitaria Europea. ID yourself with Cl@ve, certificado or DNIe.
- Choose TSE física or CPS (if you’re leaving now). Select who it’s for: titular and, if relevant, beneficiarios.
- Check the postal address shown. If it’s wrong, open a new tab, go to Tu Seguridad Social, correct the address, and return to the procedure.
- Confirm the request and save the receipt. If you chose CPS, download the PDF and keep it on your phone.
- If online gives you trouble or you don’t have Cl@ve, book cita previa CAISS at: https://sede.seg-social.gob.es/wps/portal/sede/sede/Ciudadanos/cita-previa. Go with DNI/NIE; they will process the TSE there or print a CPS instantly.
- Wait for postage: the TSE usually takes 5-10 días. If it doesn’t arrive, check the status in Tu Seguridad Social and, if you’re travelling soon, get a CPS.
Time-saving tips
- CPS to the rescue: if travel is imminent, don’t rely on the postman. Get a CPS and travel covered.
- Address first: update your address before you hit “Confirm”. If you don’t, the card gets lost and you’ll have to repeat the process.
- Beneficiaries must show up: if your kids/partner don’t appear, stop. Register them as beneficiaries first, then request the TSE.
- Avoid peak times: CAISS citas fly off the shelf on Mondays and early hours. Try mid-morning or mid-week.
- Mutualistas: if you’re with MUFACE/ISFAS/MUGEJU, deal with your mutualidad. The Seguridad Social Sede won’t process it for you.
Common mistakes that mess up the procedure
- Asking for the TSE expecting it to cover the UK: it doesn’t. It’s for EU/EEA/Switzerland only.
- Confusing the TSE with your regional health card: they’re different; this is handled by the INSS.
- Thinking it covers residency or planned treatments: it doesn’t. Only for temporary stays and necessary care.
- Outdated address: the card won’t arrive. Update your address first.
- Turning up without Cl@ve/certificado and without a CAISS appointment: you’ll waste a morning.
- Assuming it replaces travel insurance: it doesn’t cover repatriation or private care; in many countries you’ll need to pay up front and claim later.
- 1.Go to https://sede.seg-social.gob.es > Ciudadanos > Asistencia sanitaria > Solicitar Tarjeta Sanitaria Europea and ID yourself with Cl@ve, certificado digital or DNIe.
- 2.Choose whether you want the physical TSE or a Certificado Provisional Sustitutorio (CPS) if you’re leaving right away. Select the holder and any beneficiaries.
- 3.Check and confirm the postal address for shipping. If it’s wrong, update it first in Tu Seguridad Social and then return to the procedure.
- 4.Confirm the request and save the receipt. If you asked for a CPS, download the PDF immediately and keep it on your phone.
- 5.If you can’t do it online, book a CAISS (INSS) appointment at https://sede.seg-social.gob.es/wps/portal/sede/sede/Ciudadanos/cita-previa and go with DNI/NIE; they will process the TSE there or print a CPS on the spot.
- 6.The TSE arrives by post. If it hasn’t arrived after about 10 days, check the status in Tu Seguridad Social and, if needed, request a CPS to cover the trip.
- DNI or NIE of the holder (and of each beneficiary if you include them)

- Updated postal address in the Seguridad Social (the one shown in Tu Seguridad Social)
- Data for beneficiaries (children/partner) already recognised by the INSS; if not, a beneficiaries resolution or libro de familia
- If someone else does it for you: signed autorización and photocopies of both DNI/NIE
- If you request a Certificado Provisional Sustitutorio (CPS) at an office: proof of imminent travel (tickets, reservation) if they ask for it
Not valid for the United Kingdom, Andorra or countries outside EU/EEA/Switzerland
The TSE covers temporary stays in the EU, EEA and Switzerland. For other countries you need different agreements or travel insurance. Don’t risk it with the UK.
For temporary stays only — not for moving or planned treatments
If you’re going to live abroad or for a scheduled treatment, this won’t work. You need an S1 or prior INSS authorisations.
Updated postal address or the card gets lost
The TSE is sent to the address the Seguridad Social holds. If it’s out of date, you won’t get it. Update before confirming.
Mutualistas (MUFACE/ISFAS/MUGEJU) go through their mutualidad
If you’re with MUFACE, ISFAS or MUGEJU, your mutualidad issues the TSE, not the INSS. Don’t waste time on the Seguridad Social website.
CAISS appointments fill up fast
If you plan to go to an office, cita previa slots get snapped up at peak times. Try early morning or mid-morning; otherwise use the CPS online.

How long does the TSE take and how does it arrive?
Usually 5-10 días by post to the address on file with the Seguridad Social. If you need it fast, get a CPS online in the same procedure and you’re covered.
I’m unemployed or not contributing right now — can I request it?
Yes, if you have the right to healthcare through the INSS (as holder or beneficiary). If you don’t appear as entitled in Tu Seguridad Social, sort that first.
How long is the TSE valid?
It usually comes with 2 años of validity, but that can vary with your situation (temporary contracts, etc.). You can renew it online when a few weeks remain.
I leave the day after tomorrow — will I make it?
Request a Certificado Provisional Sustitutorio (CPS) in the same procedure and download it straight away. It covers you like the TSE for a limited time.
Can I request it for my children or partner?
Yes, if they are your beneficiaries in the INSS. Mark their names in the procedure. If they don’t appear, register them as beneficiaries first.
Does it cover dentists, repatriation or private care?
It covers what the public healthcare system of the destination country covers, with its copayments. It doesn’t cover repatriations or private care; get travel insurance for that.
I lost the card or it was stolen — what now?
Request a duplicate online and, if you’re leaving soon, get a CPS. There’s no charge for a duplicate.
