Municipal licence to keep a dog (all breeds)
It's the registration/licence at your Ayuntamiento to show you as the person responsible for your dog, with liability insurance and the animal's details. Since Ley 7/2023 it's no longer just for PPP: it applies to you too, whatever dog you have.

- 1.Buy civil liability insurance for the dog and ask your insurer for a nominative certificate showing the microchip number clearly.
- 2.Go to the sede electrónica of your Ayuntamiento (e.g.: https://sede.madrid.es, https://seu.barcelona.cat, https://www.zaragoza.es/sede/) and look for “Censo/Registro de animales de compañía” or “Licencia de tenencia de perro”.
- 3.Fill in the application with your details and the dog's details (microchip, breed, date of birth) and attach PDFs: DNI/NIE, empadronamiento, cartilla, registro autonómico receipt and the insurance certificate.
- 4.Pay the municipal tasa in the payment gateway of the sede (or generate a carta de pago and pay it at a bank) and save the receipt to upload if they ask.
- 5.Submit the application signing with Cl@ve, certificado digital or DNIe. If you prefer in person, print the form and hand everything in at the Registro of the Ayuntamiento.
- 6.Check your municipal carpeta ciudadana or email: you'll get the confirmation of registration in the censo or the licence. Download it and keep it on your phone in case it's requested.
- 7.If you move municipality, process the baja in the previous censo and the alta in the new one within the deadline set by its ordenanza.
