Pensión No Contributiva (retirement or disability) de la Seguridad Social

What you need to have to hand

1. Cl@ve or a digital certificate to file online.
2. Decide what you’re asking for: PNC de jubilación (65+) or PNC de invalidez (18–64 with disability ≥65%).
3. Details of everyone you live with; their DNIs/NIEs and incomes also count.

Documentation

1. DNI/NIE of the applicant and household members.
2. Certificado de empadronamiento histórico colectivo (better with full dates) to prove residence and household.
3. Libro de familia or birth/marriage certificates.
4. Resolución de discapacidad (only for PNC de invalidez).
5. Income and assets: certificado de imputaciones from the AEAT, bank certificates if asked and, if you receive anything abroad, proofs of foreign pensions.
6. Tarjeta de residencia/UE if you’re not Spanish, and proof of continuous legal residence.
7. IBAN in your name.

Step by step

1. Fill in the PNC form from your Comunidad Autónoma (jubilación or invalidez). If you can’t find it, write a formal request stating you apply for PNC, the type, personal data, household and that you authorise data checks.
2. Scan everything to PDF legible files (one file per document helps avoid mess in subsanaciones).
3. Go to the Registro Electrónico Común: https://rec.redsara.es and log in with Cl@ve/certificado.
4. In Destinatario, pick the Servicios Sociales/Prestaciones department of your Comunidad (or IMSERSO for Ceuta/Melilla). Subject: “Solicitud Pensión No Contributiva [Jubilación/Invalidez]”.
5. Attach the form and documents. In observations, write: “Autorizo la consulta de datos en AEAT, SEPE y Seguridad Social. Convivo con X personas (NIFs…), sus ingresos son…”. Sign and send.
6. Save the registration receipt and check https://carpetaciudadana.gob.es for requirements. If they ask for something, reply through the same REC within 10 working days.
7. When the resolution arrives, if positive they’ll pay into your account. If negative and you disagree, file a recurso de alzada within 1 month.

Time-savers

• Request the certificado de empadronamiento histórico colectivo early; it can take time and without it you often can’t prove household.
• Always tick the authorisation for data checks; it cuts down paperwork and extra requests.
• If you have disability and don’t yet have the resolution, start the assessment in your Comunidad first. Without the 65% recognised you won’t get the disability PNC.
• Upload clear, complete PDFs; no skewed phone photos. That avoids silly subsanaciones.

Common mistakes that mess up the process

• Thinking they only check your income: they check the whole household.
• Not meeting the residence rules: retirement needs 10 years (2 immediate), disability 5 years (2 immediate). If you don’t meet them, they’ll reject you.
• Not checking notifications and missing the 10 working day deadline to fix documents.
• Moving house/changing household and not telling them: then they claim back payments.
• Uploading blurry photos or unsigned forms. They stop the process and you start again.
