Pensión No Contributiva (retirement or disability) de la Seguridad Social
If you haven’t paid enough social contributions and you have no income, you can apply for a Pensión No Contributiva (PNC) for retirement or disability. It’s for people with very low resources who meet the residence rules in Spain and, for disability PNC, have a recognised degree of disability.

- 1.Go to the Registro Electrónico Común at https://rec.redsara.es with Cl@ve or a digital certificate and click Presentar solicitud.
- 2.In Destinatario, choose the body of your Comunidad Autónoma responsible for pensiones no contributivas (Servicios Sociales). If you live in Ceuta/Melilla, address it to IMSERSO.
- 3.Attach the Pensión No Contributiva (jubilación or invalidez) application form from your CCAA, filled and signed, plus all supporting documents in PDF.
- 4.Put in Subject: “Solicitud Pensión No Contributiva [Jubilación/Invalidez]”. In Observaciones state you authorise data checks in AEAT/SEPE/Seguridad Social and list who you live with.
- 5.Sign and send. Download the registration receipt and keep the CSV/control code for later.
- 6.Watch your notifications at https://carpetaciudadana.gob.es and your email/SMS in case they ask you to fix something. If they request documents, respond through the same REC attaching what’s missing.
- 7.When the resolution arrives, if it’s favourable they’ll register you and pay monthly (usually effective from the month after your application). If it’s denied, you can file a recurso de alzada within 1 month.
