The volante and the certificado are not the same

It is one of the most common mistakes in Spanish paperwork: handing over a volante when you were asked for a certificado, or paying an intermediary for something that is free. Let us settle it.

The padrón is the municipal register of inhabitants, managed by each town hall and coordinated for statistics by the Instituto Nacional de Estadística (INE). Two different documents come out of it.

Volante de empadronamiento

  • What it is: an informative document proving you are registered at an address.
  • What it is for: most everyday procedures (school enrolment, health centre registration, many immigration steps).
  • How long it takes: usually instant.

Certificado de empadronamiento

  • What it is: the official document that certifies the padrón with full legal validity.
  • What it is for: when an authority requires it in writing. The classic case is Spanish citizenship, often with a specific recipient and a maximum age.
  • How long it takes: instant in many municipalities; a few days in others.

How to request them online

Almost every town hall lets you request them online from its electronic office. The process, in essence:

  1. Open your town hall's electronic office.
  2. Find the volante or certificado de empadronamiento procedure.
  3. Identify yourself with Cl@ve, a digital certificate or your region's system (for example, idCAT Mòbil in Catalonia).
  4. Download the document or receive it in your citizen folder.
