What officially protected housing is

Officially protected housing (VPO) is a home with a maximum sale or rental price set by the public administration. It is aimed at people whose income does not exceed a limit, usually expressed as a multiple of the IPREM (the public income index used to grant access to subsidies).

In exchange for a below-market price, the home keeps a "protected" status for a period (which varies by region), with restrictions on selling or renting it.

Who can access a VPO

Each region sets the rules, but they almost always include:

  1. Being registered (empadronado) in Spain, often in the region or municipality of the development.
  2. Not exceeding the household income limit (measured as a multiple of IPREM).
  3. Not owning another home.
  4. Being enrolled in the public applicant registry for protected housing.

How to get a VPO step by step

Step 1: Register in the applicant registry

The applicant registry is the gateway. Without it you cannot apply to most developments. It is a free procedure done on your region's housing portal.

Step 2: Gather your documents

ID/NIE, proof of registration (empadronamiento), income tax return or income certificate, and family book if applicable.

Step 3: Watch for new developments

This is the real bottleneck: VPO developments are published at short notice with brief application windows. If you are not watching the portal exactly when the call opens, you miss it.

Step 4: Apply within the deadline

Each development has its own deadline and scoring criteria. Submit your application with all the documents before the cut-off date.
