The requirement that causes the most confusion: income

To access a VPO it is not enough to want affordable housing. There is an income limit you cannot exceed, and it is measured in a very specific way: as a multiple of the IPREM.

The IPREM (public income index) is the benchmark the State uses to decide who is entitled to public support. It is not the same as the minimum wage: it is an independent index published every year.

How the limit is calculated

A VPO limit is expressed like this: "the household may not exceed X times the IPREM". That multiple changes depending on:

  • The housing type: general scheme, special scheme or rental.
