Resumen rápido
The financial requirement for a VPO is expressed as a multiple of the IPREM: the household cannot exceed a multiple of the public income index, which varies by housing type and region. You also need to be registered (empadronado), not own another home and be enrolled in the applicant registry.

The requirement that causes the most confusion: income
To access a VPO it is not enough to want affordable housing. There is an income limit you cannot exceed, and it is measured in a very specific way: as a multiple of the IPREM.
The IPREM (public income index) is the benchmark the State uses to decide who is entitled to public support. It is not the same as the minimum wage: it is an independent index published every year.
How the limit is calculated
A VPO limit is expressed like this: "the household may not exceed X times the IPREM". That multiple changes depending on:
- The housing type: general scheme, special scheme or rental.
- The region managing the development.
- Sometimes the number of household members.
That is why there is no single figure valid for all of Spain: you have to read the specific call for each development.
Other common requirements
- Registration (empadronamiento) in the region or municipality.
- Not owning another home.
- Enrolment in the applicant registry.
- Sometimes a minimum income to prove you can afford the home.
Check each call's limits on time
Because limits change with each development, the most practical approach is to review the call as soon as it is published. GovEasy Monitoring emails you when a new VPO development appears in your city, so you can verify the income requirements and apply without last-minute rushes.
Preguntas frecuentes
What is the IPREM and why does it matter for a VPO?
The IPREM (public income index) is the benchmark the administration uses to set thresholds for subsidies and protected housing. The maximum income for a VPO is expressed as a multiple of the IPREM, not as a function of the minimum wage.
Is the income limit the same across Spain?
No. The allowed IPREM multiple varies by housing type (general scheme, special scheme, rental) and by region. That is why it is essential to check the specific call for each development.
What happens if I exceed the income limit?
If the household exceeds the income limit set for that development, it cannot be allocated that particular VPO. It is worth checking other schemes (for example, general instead of special) whose limits may be higher.
