Register in the municipal companion animal census
If you have a dog, cat or ferret, you must register it in your ayuntamiento’s census (and in the autonómico register if your CCAA requires/handles it separately). That way you comply with Ley 7/2023 and, if it gets lost, they can contact you fast.

What you need at hand

- Justificante autonómico de identificación (if your community manages it separately) or authorisation to the vet to register.
- Documento de adopción/compra/cesión if you change the owner.
- Justificante de pago of the municipal fee (if applicable).
Step by step
- Put the microchip at your vet. They give you the number and the certificate with your details.
- If your CCAA works via vets, authorise the autonómico alta and ask for the justificante. They’ll email it or print it.
- Go to the sede electrónica of your ayuntamiento and find the trámite “Censo de animales de compañía”. Fill in the animal and chip data.
- Attach DNI/NIE, proof of address, cartilla/pasaporte and, if applicable, the justificante autonómico. PDFs are safer so they don’t reject them as “illegible”.
- Pay the fee if your ayuntamiento charges (TPV with card) and download the receipt.
- Submit the request and keep the resguardo/expediente. If they ask you to subsanar, upload the missing docs from the “Aportar documentos” option in the sede.
Time-savers
- Do the autonómico alta at the clinic the same day you get the microchip and leave with the justificante.
- Many sedes choke on big files. PDF 1–3 MB solves most issues. If it breaks on Safari/mobile, try Chrome or Firefox.
- If you can’t find the trámite, search “censo animal” or “censo canino” in the sede. It’s often buried.
- Save the microchip number and the resguardo on your phone. Those ten minutes matter if the animal goes missing.
- Moving house or changing phone? Add update the censo to your moving checklist. You avoid letters and hassle.
Typical mistakes that can derail the process
- Thinking the microchip alone is enough: you also need the censo municipal (and sometimes the autonómico).
- Duplicating the registration (autonómico and municipal) or paying twice because you didn’t read the trámite.
- Uploading a photo of the dog instead of the certificado del chip. Yes, it happens a lot.
- Not attaching the cartilla with rabies where your CCAA requires it: they’ll return it for subsanación.
- Moving and not updating the ayuntamiento in the census. Then fines or letters keep going to the old address.
- 1.Get the microchip implanted at your vet and ask for the certificate with the number and your details as the owner.
- 2.If your CCAA uses the vet to handle the autonómico register, authorise them and keep the justificante de alta (they give it at the clinic or by email).
- 3.Go to the sede electrónica of your ayuntamiento and look for “Censo de animales de compañía” or “Alta censo canino/felino”. Fill the form with the animal and chip details.
- 4.Attach DNI/NIE, proof of address (empadronamiento or a bill), cartilla/pasaporte and, if applicable, the justificante del registro autonómico.
- 5.Pay the municipal fee if there is one with a card via the TPV on the sede and download the receipt.
- 6.Send the application and save the resguardo or expediente number. Check your email or your personal area in case they ask you to subsanar something.

- Certificado de empadronamiento or a bill that proves your address in the municipality (if your ayuntamiento asks for it)
- Microchip number and certificado de implantación issued by the vet
- Cartilla veterinaria or European passport of the animal (with rabies up to date if your CCAA requires it)

- Documento de adopción/compra o cesión if you’re changing the microchip owner

It’s mandatory and the deadline is short
Identifying with microchip and registering is mandatory across Spain. The exact deadline is set by your CCAA/ayuntamiento (it’s usually around 30 days from adoption/purchase or a change of address). Don’t let it slip.
Double registration: autonómico and municipal
In many CCAA the vet registers the animal in the autonómico database, but your ayuntamiento may still ask for the municipal census. Watch out so you don’t duplicate steps or pay twice if the systems aren’t connected.
Changes you must report
If you change address, phone or owner, update the registro autonómico (with your vet) and the municipal censo at the new ayuntamiento. If the animal dies, request a baja so you don’t keep receiving bills.
Can they fine me if I don’t register?
Yes. It’s mandatory under Ley 7/2023 and local ordinances. The amount depends on your CCAA/ayuntamiento. Also, if the animal gets lost and isn’t in the census, it’s much harder to recover.
Can I do it all online?
Most ayuntamientos let you: form on the sede electrónica, attach documents and pay by card. If your sede is rubbish or lacks the online procedure, go to the registro presencial or OAC.
How much does it cost?
It depends on the ayuntamiento: many are free and others charge between 3 and 15 €. The autonómico registration is usually handled by the vet and is billed separately.
I’m moving to another municipality. Do I have to repeat it?
Yes. Do the baja/update at the old ayuntamiento if they request it and register at the new one. The microchip stays the same, but the municipal census must be updated.
Is the rabies vaccine required?
In CCAA where it’s mandatory, they’ll ask that it’s up to date and to prove it with the cartilla. In other regions it’s not a requirement, but attaching the cartilla helps.
I bring a dog from abroad. Does its microchip work here?
If it’s ISO 11784/11785 it generally works. You still have to register it here and put your details as owner. If it’s not compatible, the vet will advise re-identification.
