Guía completa
What you need ready
- Cl@ve, certificado digital or DNIe to access the sede of your ayuntamiento.
- Padrón colectivo actualizado (3 months or less) and your identifications (DNI/NIE).
- Proof of the problem: lease and unpaid receipts, cut-off notices, etc.
- Income and movements: payslips/benefits and bank statements for 3 months.
- Some patience for the Servicios Sociales interview.
Documentation
- DNI/NIE of all household members aged 14 and over.
- Certificado/volante de empadronamiento colectivo.
- Libro de familia or household registration document.
- Contrato de alquiler + unpaid receipts or mortgage documents.
- Facturas for luz/gas/agua showing debt and cut-off notices if any.
- Income: payslips, SEPE, IMV, pensions; and bank statements.
- Proofs of special situation: desahucio, disability, medical report.
- Informe social (issued by the social worker).
Step by step
- Book an appointment at Servicios Sociales through the sede electrónica of your ayuntamiento with Cl@ve. If you’re in Madrid: sede.madrid.es; Barcelona: seu.bcn.cat; València: sede.valencia.es. Appointments go fast: log in early.
- Prepare PDFs. Scan everything clearly. Use obvious file names ("alquiler_mayo.pdf", "extractos_mar-jun.pdf").
- Interview. Explain the urgency and what needs covering. You’ll sign consent and maybe an intervention plan. Hand in proofs of expenses and income.
- File the application. With a favourable informe social, the worker may file it for you or they’ll ask you to present it in the Registro Electrónico municipal attaching the documents. Do it the same day if you can.
- Corrections (subsanaciones). If they ask for something, upload the missing items within 10 días hábiles. Don’t leave it to the last day: sedes collapse when you’re in a rush.
- Resolution and payment. You’ll be notified electronically. If approved, transfer to you or direct payment to the provider. For rent they may request landlord details and an IBAN certificate.
Time-saving tips
- Empadrónate if you’re not registered and request a volante colectivo before the appointment.
- Prove everything: saying you can’t cope isn’t enough; show receipts and cut-off notices.
- Prioritise what’s imminent (desahucio, cut-off) and bring it up at the interview; that speeds things up.
- Upload compressed PDFs (under 10 MB each). Avoid blurry phone photos.
- Check notifications daily during the first week. Missed notices cost you time.
Common mistakes that wreck the application
- Not being empadronado in the municipality: immediate denial.
- Hiding income thinking it won’t be checked: they cross-check data and can demand repayment.
- Uploading invoices without outstanding debt or non-essential expenses: they won’t cover them.
- Submitting illegible documents or after the deadline: expediente gets filed away.
- Waiting until the last minute to correct deficiencies: the sede often fails and you lose the chance.
- 1.Book an appointment with Servicios Sociales at your ayuntamiento via their sede electrónica using Cl@ve, certificado digital or DNIe. Examples: Madrid https://sede.madrid.es (Cita previa Servicios Sociales), Barcelona https://seu.bcn.cat, València https://sede.valencia.es.
- 2.Before the appointment, scan all documents to PDF (padrón colectivo, lease and invoices, income proofs and bank statements). Have the IBAN of the rent holder or your own IBAN ready if they allow transfers.
- 3.Attend the interview (in person or by phone). Explain the urgency (non-payment, cut-off notice, eviction). You’ll sign consent for data processing and, if needed, an intervention plan. Hand over or upload the proofs of the expenses to be covered.
- 4.With a favourable informe social, submit the application via the Registro Electrónico of your ayuntamiento with Cl@ve, attaching all PDFs. If the social worker files it for you, they’ll tell you and the expediente will appear in your personal area.
- 5.If you receive a requerimiento for subsanación, upload what’s missing within 10 días hábiles from the notification, through the same expediente on the sede electrónica (section “Aportar documentación”).
- 6.You’ll get the resolución via Notificaciones Electrónicas municipales. If approved, they either transfer the money to you or pay the landlord/provider directly. Keep all receipts because they may ask for them.
- DNI/NIE of you and all household members aged 14+ (valid)
- Certificado o volante de empadronamiento colectivo actualizado (últimos 3 meses)
- Libro de familia or document proving the household unit
- Contrato de alquiler and the latest unpaid receipts; if you have a mortgage, include receipts and proof of payments
- Invoices or cut-off notices for utilities (luz, gas, agua) and the latest unpaid bills
- Proof of income: payslips, SEPE/SESS benefits, IMV, pensions; and bank statements for the last 3 months
- Informe o valoración social (issued by the social worker during the interview)
- If applicable: eviction notice (notificación de desahucio), medical report, disability or dependency certificate
Empadronamiento of the household unit
They can reject the aid if you’re not empadronado in the municipality (sometimes they require padrón colectivo). If you’ve just registered, they may ask for a minimum residency period: it depends on the ayuntamiento.
Subsanación in 10 días hábiles
If they ask for more papers, you have 10 días hábiles from the notification to upload them. If you don’t, they file the expediente and you start again.
It’s not cash
Usually a nominative transfer or direct payment to the provider (rent, utilities, etc.). No cash. Have the IBAN and landlord/provider details ready.
Compatibilities and limits
It can be compatible with IMV, paro or pensions, but those count as income. Each ayuntamiento sets caps per household and per concept; if you exceed them, you’ll get a denial or a reduced amount.
Appointments and flaky websites
Appointments get snapped up early and on Mondays. Some sede sites fail on mobiles; use a desktop with Cl@ve and an up-to-date browser (Chromium/Firefox) and disable ad-blockers.

What exactly does the aid cover?
Usually rent or part of it, utilities (luz, gas, agua), food, basic pharmacy, transport for urgent procedures and, in some places, essential appliances. Fines, bank debts or non-essential purchases are out.
Can I apply if I’m not empadronado here?
Normally no. They require empadronamiento in the municipality, sometimes for the whole household unit and often with a minimum length of residence. If you’ve moved, empadrónate ASAP and explain the urgency at the social worker interview.
How long until I get an answer?
Depends on the ayuntamiento and urgency. If there’s an eviction or imminent cut-off, they can resolve in days. In standard cases, 1–4 semanas. Check your notifications and the expediente online.
Is it compatible with IMV or regional income schemes?
Yes, usually, because this is for concrete urgent expenses. But it counts as aid and they can adjust the amount. Declare everything you receive and provide bank statements to avoid surprises.
Will they transfer the money to me?
Sometimes yes (a transfer to your account), but many ayuntamientos pay the landlord or the utility company directly. Ask in the interview how they handle it and provide IBAN and provider details.
Do I have to pay it back?
No, it’s not a loan. But if you falsify information or spend the money on other things, they can demand repayment and open a file against you.
Can I request it several times a year?
There are usually annual and per-concept limits. If your situation continues, they may ask for a new informe social. Ask about your municipality’s limits at the interview.
