What you need to have to hand
  1. Cl@ve, certificado digital o DNIe that works for signing and submitting.
  2. Details of the premises/works: exact address, referencia catastral if requested.
  3. Document proving your right to use the place: rental contract or escritura.
  4. A trusted technician if your activity/works require a memoria or project.
Documentation
  1. Identity and representation: DNI/NIE and, if acting for a company, escritura and NIF.
  2. Proof of availability of the premises: contract or escritura.
  3. Memoria técnica of the activity/works. If there are installations (electrical, PCI, acoustic), it must be signed by a competent technician.
  4. Planos acotados: layout, areas, access and evacuation. In PDF, readable.
  5. Compliance certificates: accessibility, fire safety, acoustics (when applicable). Sometimes technical datasheets suffice; other times you need certificates.
  6. Alta censal (Modelo 036/037) or IAE if they request it.
  7. Autoliquidación of tasas paid if your ayuntamiento requires it.
Step by step
  1. Locate the trámite on your ayuntamiento’s sede: “Declaración responsable de apertura/actividad” or “Obras menores”.
  2. Identify with Cl@ve or certificado. If the sede requires signing, install AutoFirma before you start (it avoids nasty surprises).
  3. Fill the form: owner details, premises data and a clear description of the activity/works. Be precise, don’t embellish.
  4. Attach PDFs: memoria, planos and receipts. If a technician has to sign, the signature must be in the PDF.
  5. Generate the tasa (autoliquidación) if needed and pay online. Save the payment PDF.
  6. Submit and download the registro receipt. Print a copy and keep it at the premises/site.
  7. If you can’t do it online, book cita previa at licencias/urbanismo and present the files at registro with copies.
  8. Watch notifications: if they ask for subsanación, you usually have 10 working days (10 días hábiles).
Tricks that save you time
  1. Make one PDF per block (memoria, planos, receipts) if the sede limits attachments.
  2. Name files sensibly: “Memoria_Actividad_LaTienda.pdf” so you can respond quickly to requerimientos.
  3. Keep the justificante visible at the premises/site. If police or a technician show up, it avoids arguments.
  4. Public space occupation: if you’ll place a skip or scaffold, apply for it at the same time. It usually has a separate tasa and permiso.
  5. Check the ordenanza: an activity that’s “innocuous” in one ayuntamiento may not be in another.
Common mistakes that can derail your trámite
  1. Choosing the wrong trámite (DR when an activity clasificada needs a licence). Result: stoppage and extra paperwork.
  2. Not paying the tasa or failing to attach the receipt. The DR will be incomplete and rejected.
  3. Plans without measurements or a memoria without required signature. You’ll get a mandatory requerimiento.
  4. Forgetting public space occupation if there’s a skip/scaffold. Fine and removal.
  5. Not reading notifications: you get 10 working days (10 días hábiles) and, if you miss them, the case can be shelved and you may have to start again.
  6. Assuming noise or extraction is fine under a DR: if your activity causes nuisance, DR won’t protect you. You risk closure.

  7. 7.Reply promptly if they ask for subsanación and, if needed, arrange inspection. Keep all original documents on site.

  • Memoria técnica/descriptiva de la actividad u obra, firmada por técnico cuando sea obligatorio
  • Planos acotados del local/obra (distribución, superficies, accesos, evacuación)
  • Certificados de cumplimiento: accesibilidad, seguridad contra incendios y acústica (si aplica)
  • Alta censal en AEAT: justificante del Modelo 036/037 o IAE
  • Justificante de pago de la tasa municipal/autoliquidación (si tu ayuntamiento la cobra)

¿Qué necesito para completar Declaración Responsable sin que me lo rechacen?

Declaración Responsable es gratuito en Ayuntamiento / local y se puede presentar por cuenta propia.
