What to have to hand

- Veterinary record with rabies valid and microchip number.
- Proof of regional registration of the microchip (RIAC/AIAC, etc.).
- Municipal forms for licencia de tenencia and registro del animal.
- If requested: photo of the dog and sterilisation certificate.
Step by step
- Microchip and vaccines: the vet registers the chip in the regional file. Leave with the receipt.
- RC insurance: get it specific for PPP, with the dog identified by chip. Keep policy and paid receipt.
- Psicotécnico: do it at a Centro de Reconocimiento de Conductores. They issue it on the spot.
- Penales: get the certificate at the sede del Ministerio de Justicia (sede.mjusticia.gob.es > Certificado de antecedentes penales) with Cl@ve, or authorise the town hall to check it.
- Licence: go to your town hall’s sede electrónica (e.g. sede.madrid.es > Trámites), find the procedure, fill it, attach everything and sign.
- Register the animal: with the licence (or together if the ayuntamiento allows), submit the inscripción del perro in the Municipal Register, with chip, vaccines and insurance.
- Resolution: it will arrive via the sede or by post. Download it and carry it when you walk the dog.
Time-savers
- Do the psicotécnico and buy the insurance the same day: that way they won’t expire before the decision.
- Tick the authorisation for penales consultation in the application if your ayuntamiento allows it: you’ll avoid uploading the PDF.
- Upload clear PDFs: policy + paid receipt, not just the insurance quote.
- Book a face-to-face appointment only if the sede fails: online is often faster and you don’t depend on scarce slots.
Common mistakes that will mess up your application
- Insufficient insurance: coverage below the minimum required by your CCAA. Denial and you must repeat the process.
- Psicotécnico expired (older than 12 months): they will reject it.
- Not registering the chip in the regional file: without that receipt they won’t register the dog.
- Walking without muzzle/short leash thinking the application receipt is enough: serious fine.
- Forgetting to renew the licence (usually every 5 años): if you get stopped with an expired licence, expect a fine.
- 1.Identify and vaccinate the dog: the vet implants the microchip and registers it in the regional register; get the receipt and note the chip number.
- 2.Buy the civil liability insurance specific for PPP with the minimum coverage your CCAA requires and keep the policy and the paid receipt.
- 3.Get the psychotechnical test at a Centro de Reconocimiento de Conductores (they issue it on the spot) and make sure it is not older than 12 months.
- 4.Request the Certificado de antecedentes penales online at sede.mjusticia.gob.es (Trámite: Certificado de antecedentes penales) with Cl@ve/certificado and download the PDF.
- 5.Go to the sede electrónica of your town hall (e.g. sede.madrid.es > Trámites) with Cl@ve, find “Licencia para tenencia de animales potencialmente peligrosos”, and fill the application attaching all documents.
- 6.Also submit the “Inscripción en el Registro Municipal de Animales Potencialmente Peligrosos” with the dog’s details (chip number, vaccines, insurance, licence).
- 7.If the online portal is flaky or the procedure isn’t available, book a cita previa at citizen services and hand everything in at registro; keep the receipt until the resolution arrives.
- DNI/NIE and current empadronamiento in the municipality
- Certificado de antecedentes penales reciente (or tick the authorisation for consultation on the application)
- Certificate of physical and psychological fitness from a Centro de Reconocimiento de Conductores (issued in the last year)
- Policy and paid receipt for the civil liability insurance for PPP with the minimum coverage required by your CCAA
- Veterinary record with valid rabies vaccination and the microchip number
- Proof of microchip registration in the regional identification register (RIAC/AIAC/RAIAC, depending on your CCAA)
- Municipal application form for the licence and for registering the animal (modelo propio del ayuntamiento)
- If applicable, sterilisation certificate and a photo of the animal (if your town hall asks for it)
Deadlines and fines
You must have the licence and registration before walking the dog. If you move or change owner, inform the register within about 10–15 días. Fines for not registering or walking without licence/bozal can range from 2.400€ to 15.000€ (Ley 50/1999 and regional rules).
Mandatory minimum insurance
The minimum coverage is set by your CCAA (typical 120.000€; in Madrid 150.000€). A standard home insurance usually won't cut it; ask for a specific policy that identifies the dog by microchip.
Validity and renewals
The licence normally lasts 5 años. You will need a valid psicotécnico and active insurance to renew. If it expires and you get stopped, you can face a hefty fine.
Rules when walking
Muzzle and short leash (max 2 m) are mandatory in public, and usually only 1 PPP per person. These rules are enforced and the fines hurt.
Which dogs count as PPP?
RD 287/2002 lists, among others: Pit Bull Terrier, Staffordshire Terrier, American Staffordshire Terrier, Rottweiler, Dogo Argentino, Fila Brasileiro, Tosa Inu and Akita Inu. Your CCAA may also declare dogs PPP based on physical traits or behaviour.
Can I get the licence if I have criminal records?
If you have convictions for crimes like homicide, assault, sexual offences, drug trafficking, organised crime, etc., the licence will be denied. If the records are expunged (cancelados), provide proof of cancellation.
Does home insurance work?
Usually not. You need a civil liability policy that identifies the dog by microchip number and meets the minimum coverage required by your CCAA.
Does a licence from another municipality work if I move?
The licence is personal, but you must register in the new municipal register and notify the change within about 10–15 días. They may ask you to update paperwork.
Can I walk the dog while I process the licence?
You’re taking a risk. Some accept the application receipt, but if you get stopped without a final licence and without registration, you can be fined. Better wait for the resolution.
How many PPP can I walk at once?
Usually one per person. Check your municipal ordinance because they are often strict about this.
