What you need to have to hand
- Cl@ve, certificado digital or DNIe to access the ayuntamiento sede.
- Your DNI/NIE and the volante/certificado de empadronamiento recent.
- Car details: matrícula, permiso de circulación, IVTM paid or domiciled in the municipio and seguro valid.
- If the car is empresa or renting, have the certificado de uso or the contrato and an insurance document showing you as driver.

- Empadronamiento less than 3 months old.
- Permiso de circulación with domicilio in your municipio (or proof of change in trámite from the DGT).
- IVTM paid or domiciled in your ayuntamiento.
- Seguro del vehículo vigente.
- Contrato de renting/leasing or certificado de empresa of exclusive use + insurance (if you’re not the owner).
- Declaración responsable of not having a garage spot in the zone, if the ordenanza asks for it.
- Documents for bonificaciones (familia numerosa, reduced mobility, environmental label), if applicable.
Step by step
- Locate your subzone: check your ayuntamiento website if your calle is regulated and what code it has. Examples: Madrid (SER) on sede.madrid.es; Barcelona (Àrea Verda) on ajuntament.barcelona.cat.
- Access the sede with Cl@ve or certificado and search “Autorización de residente” for parking.
- Fill the application: personal data, matrícula and subzone. Tick if you authorise consultation of padrón and IVTM (saves you uploading papers if the system can read them).
- Attach documents in PDF: padrón, permiso, IVTM, insurance, and extras for empresa/renting if relevant. Make sure they’re readable; no blurry photos.
- Pay the fee if required: some cities have TPV online; others issue carta de pago. If online payment fails or isn’t available, book a cita at movilidad/ORA office.
- Submit and keep the receipt. They’ll notify via the sede or by email/SMS. When granted, they activate by matrícula and, if applicable, give you a sticker.
- Collect the badge (if any) with cita previa or wait for it to be sent. If it’s digital, you can park in your subzone from the indicated date.
Time-saving tricks
- Authorise queries (padrón/IVTM) in the form: avoid uploading docs and follow-up requests.
- Scan to PDF with good resolution. Many refusals come from unreadable documents.
- If the car is empresa, ask for the certificado de uso with matrícula and your DNI clear; without it they’ll stop the request.
- Domicile the IVTM in your municipio before applying: in many places it’s mandatory.
- If the website misbehaves, try Chrome and disable blockers. Some sedes are picky about browsers.
Common mistakes that will mess up the process
- Not being empadronado at the address in the zone: direct refusal.
- IVTM registered in another municipio: unless renting or company with correct papers, they’ll reject it.
- Applying for the wrong zone: check the map; one block off and you risk fines.
- Not reporting changes (address/car): they’ll cancel you and fines come quickly.
- Trusting the permit outside your subzone: it doesn’t cover the whole city; only your subzone.
- Expired or blurry documents: you’ll get a request and weeks of delay.

- 2.Enter your ayuntamiento’s sede electrónica with Cl@ve or certificado digital and search for “autorización de residente” for parking (SER/ORA).
- 3.Fill the online form: personal data, registration plate and subzone; state if you have a garage and authorise consultation of padrón and IVTM (if not, upload the proofs in PDF).
- 4.Attach scanned documents (DNI/NIE, padrón, permiso de circulación, IVTM, insurance, and the specific ones if the car is empresa or renting).
- 5.If your municipio requires a fee: pay in the sede (TPV) or generate carta de pago; keep the receipt. If there is no payment gateway, book a cita previa at movilidad/ORA office to pay and get verification.
- 6.Send the application and download the receipt. They will notify you via the sede or by email/SMS when it’s granted. Some cities give a sticker or a digital authorisation.
- 7.If they give a physical badge: collect it with cita previa where they say; if it’s digital, it becomes active and you can park in your subzone from the start date.

- Certificado or volante de empadronamiento recent (normally last 3 months)
- Permiso de circulación del vehículo (with address in your municipio or proof of change in process)
- Justificante del IVTM (impuesto de circulación) paid or domiciled in the municipio
- Póliza or proof of vehicle insurance valid
- If the car isn’t in your name: contrato de renting/leasing in your name or empresa certificate of exclusive use + insurance showing you as habitual driver
- Declaración responsable of not having a garage spot in the zone (if your ayuntamiento requires it)
- For large families, reduced mobility or other discounts: tarjeta or supporting document
Empadronamiento e IVTM
They’ll deny it if you’re not empadronado in the zone or the impuesto de circulación (IVTM) isn’t in your municipio (except in specific renting or company cases).
Solo un vehículo por persona/domicilio
In many ayuntamientos they only issue one authorisation per person (or per domicilio). Check the limit before you apply so you don’t waste time.
Renovación y cambios
It’s usually renewed each year. If you change address or car and don’t report it, they can cancel the permit and fine you.
Zona restringida
The permit doesn’t cover the whole city: only your subzone. Parking outside with a ‘resident permit’ won’t save you from a fine.
Can I be fined if I park without the resident permit?
Yes. In SER/ORA zones you can be ticketed if you don’t pay at the meter or don’t have an active resident authorisation for that subzone. A permit from another neighbourhood doesn’t cover you.
Can I apply if my car is company or renting?
Yes, if you prove exclusive or habitual use: company certificate and insurance listing you as driver, or contrato de renting/leasing in your name. Each ayuntamiento specifies the exact paperwork.
What if I change car or address?
You must report it and request a change/duplicate. If you move out of the zone or the IVTM changes, they can cancel you. Don’t leave it — fines arrive fast.
Do I need to put a sticker on the windscreen?
Depends. Many cities validate by matrícula and don’t require a sticker. If they give you one, it’s wise to display it to avoid problems during manual checks.
Can I have several resident permits?
Usually one per person and/or domicilio. Some ordenanzas allow a second vehicle under conditions. Check your municipio before buying another car.
Is it free if I have an ECO badge or am a large family?
Some ayuntamientos give discounts for environmental stickers, familias numerosas or disability. Submit the document and check the ordenanza: it’s not free everywhere.
