Request the Cédula de Habitabilidad (Cataluña/Baleares) to rent or set up utilities
Energy certificates expire. Without a valid one, the contract may be voided.
I’ll tell you how to get the cédula de habitabilidad if you’re in the autonomous communities that still use it (mainly Cataluña and Baleares). You need it to rent, activate electricity/water and to avoid fines.

- 1.Check that your CCAA actually uses the cédula. If you are in Cataluña or Baleares, carry on. If you’re in Madrid, Castilla y León, Comunidad Valenciana, etc., what you’ll need is usually a municipal license of occupancy (licencia de ocupación), not a cédula.
- 2.Hire a technician (arquitecto/a or aparejador/a) to visit the property and issue the certificado de habitabilidad/idoneidad. Without that, no cédula.
- 3.Cataluña: go to https://habitatge.gencat.cat/es, search “Cédula de habitabilidad” and pick the telematic procedure (primera or segunda ocupación). Log in with certificado digital/DNIe/Cl@ve, fill the form and attach the certificado técnico and the rest of the documents.
- 4.Baleares: go to the CAIB site for cédulas de habitabilidad (https://www.caib.es/sites/habitatic/es/cedulas_de_habitabilidad-44630/) and click Tramitar. Log in with certificado/Cl@ve, choose alta/renovación and upload the paperwork.
- 5.Pay the regional/insular fee the system generates (amount varies by island/community). Keep the payment receipt.
- 6.If they call you for an inspection (this happens on some islands/municipalities), attend and have the property ready. If there’s no inspection, wait for the resolution.
- 7.Download the signed PDF cédula from your expediente in the electronic office. You’ll see the number and validity. With that you can contract utilities or attach it to rental contracts.
