Catastro procedure 8: declare an additional dwelling

Energy certificates expire. Without a valid one, the contract may be voided.

Use this to tell Catastro there is an extra dwelling in a property (e.g., after a split or a change of use). Useful if you’ve created another flat/house on your plot or building and want it recorded for IBI and cadastral data.

What you need to have to hand
  1. Cl@ve (PIN or Permanente) or certificado digital/DNIe. Without this you’ll need a presencial appointment.
  2. Referencia catastral of the original property.
  3. Licencia (obra/división) or declaración responsable and, if applicable, licencia de primera ocupación.
  4. Planos/proyecto with surfaces and use. Legible and to scale.
  5. Escritura de obra nueva/división horizontal (or proof of presentation at the Registro).
  6. Certificado final de obra or certificado de antigüedad from the técnico if there was no recent work.
Documentation
  • Identification: DNI/NIE. If you act for someone else, an autorización or power of attorney.
  • Referencia catastral of the parent property.
  • Licencia urbanística or declaración responsable and, if you have it, licencia de primera ocupación.
  • Plans: floor plan and, if applicable, elevations/parcel layout with useful/constructed surfaces.
  • Technical certificate: final work certificate or certificate of age.
  • Escrituras: obra nueva and/or división horizontal (or registration proof).
  • IBI/nota simple to identify the property. Photos help but don’t replace technical docs.
Step by step
  1. Go to sedecatastro.gob.es and log into Trámites with Cl@ve or certificate.
  2. Open Declaración de alteración catastral (inmuebles urbanos) and pick añadir vivienda/unidad (Gestión 8).
  3. Fill in: date (end of works or agreement), surfaces, use, anejos and whether there’s división horizontal.
  4. Attach licencia/declaración responsable, planos/proyecto, certificado final and escrituras. All in PDF and legible.
  5. Sign and register. Save the justificante and expediente number.
  6. Check Notificaciones (DEHú or the Sede). If there’s a requerimiento, upload what’s missing within the plazo.
  7. When it’s done, check the new referencia (if applicable) and download the certificación descriptiva y gráfica.

If you go presencial: book a cita at the Gerencia from the Sede, bring copies and you’ll get a resguardo at submission.

Time-saving tricks
  • Dates: use the real end-of-works or division date. Avoid problems for being out of plazo.
  • Single PDF per block (plans in one PDF). Fewer files, fewer upload errors.
  • Browser: Chrome/Edge with pop-ups enabled. The Sede is picky.
  • If the escritura isn’t registered yet, attach the asiento de presentación and explain it in Observaciones.
  • Always save the justificante and export the form as a draft in case the web crashes.
Common mistakes to avoid
  • Uploading photos instead of plans: won’t fly. They want technical documentation.
  • Entering surfaces that don’t match the plans: they’ll stop the file and ask for corrections.
  • Forgetting the licencia or declaración responsable: guaranteed requerimiento.
  • Missing the 2 months plazo: possible sanction and retroactive IBI.
  • Not checking DEHú: they notify you and if you don’t reply the expediente can be archived.
  1. 1.Go to the Sede Electrónica del Catastro (sedecatastro.gob.es) and log in with Cl@ve (PIN or Permanente) or certificate.
  2. 2.Find the trámite Declaración de alteración catastral for inmuebles urbanos and choose the option to add a new vivienda/unidad (Gestión 8: Vivienda adicional).
  3. 3.Fill in the details: referencia catastral, date of end of works or of the division agreement, surfaces of the new dwelling, use and anejos; state if there is división horizontal.
  4. 4.Attach PDFs: licencia or declaración responsable, planos/proyecto, final work certificate and escrituras (if you have them). Check they open and that file sizes don’t break the limit.
  5. 5.Sign and register the declaration online. Download the justificante de presentación and the expediente number to follow it in Mis Trámites/Notificaciones.
  6. 6.If you prefer in person: book an appointment at the Gerencia del Catastro from sedecatastro.gob.es (Cita previa), take the paperwork and submit the declaration on paper. They give you a resguardo.
  7. 7.Watch your notifications in DEHú or the Sede. If they ask for subsanación, upload the missing docs. When it’s processed, check the new dwelling appears and download the certificación descriptiva y gráfica.

  • Referencia catastral of the property where you add the dwelling
  • Licencia urbanística (obra/división) or declaración responsable and, if you have it, licencia de primera ocupación
  • Proyecto técnico or measured plan with surfaces, use and anejos (PDF with scale and sketch)
  • Final work certificate or técnico’s certificate of age (if applicable)
  • Escritura de obra nueva y/o división horizontal (or proof of presentation at the Registro de la Propiedad)
  • IBI receipt or nota simple registral to identify the property clearly
  • Photos of façades/interiors as support (don’t replace plans or licences)
