- 1.Go to sede.madrid.es > Trámites > Urbanismo and request the Certificado de compatibilidad urbanística (CCU) for the premises. Use Cl@ve, certificado digital or DNIe to sign.
- 2.Order the proyecto técnico: memory (memoria), plans, accessibility compliance, CTE compliance and an acoustic study if needed. The técnico signs and gives you a signed PDF.
- 3.Choose the route: if your activity is innocuous/Declaración Responsable (DR), file a Declaración Responsable. If it requires a licence, process it via an Entidad Colaboradora Urbanística (ECU) authorised by the Ayuntamiento (see list on sede.madrid.es).
- 4.Generate and pay the municipal fee from the same trámite on sede.madrid.es (Tasa por Prestación de Servicios Urbanísticos). Download the receipt.
- 5.Submit online: file the Declaración Responsable de actividad on sede.madrid.es (Cl@ve) attaching the proyecto, CCU, certificates and the fee receipt. If you go via an ECU, upload the Certificado de Conformidad they issue.
- 6.Download the acknowledgment receipt (acuse de recibo). With a Declaración Responsable you can open from that moment if you meet everything; with a licence via ECU, wait for their certificate/resolution before opening.
- 7.Handle signs and terrace separately in their own expedientes on sede.madrid.es. Display hojas de reclamaciones and the required capacity/time signage per your activity.
