Major building licence: what you must get from the ayuntamiento before a big renovation

Municipal permit for works that affect structure, façade or otherwise change the building seriously. Use this if you’re doing a large-scale refurbishment, extending, opening openings, changing the roof or the use of a local/flat.

- 1.Go to the sede electrónica of your town hall and identify yourself with Cl@ve, certificado digital or DNIe (search for “Licencia urbanística – procedimiento ordinario/obra mayor”)
- 2.Fill in the licence application and calculate the ICIO autoliquidación and urban processing fee using the PEM of the project; pay online or at a collaborating bank and keep the proof (CSV/reference number)
- 3.Upload the technical project in PDF (memoria, planos, pliego, mediciones y presupuesto), appointments of the dirección facultativa, estudio de seguridad, estudio de residuos and the payment receipts
- 4.If you will place a container/andamio/grúa, apply on the same sede for ocupación de vía pública and pay its fee; attach implantation plan and signalling
- 5.Respond via the sede to any requerimiento de subsanación within 10 working days (missing documents, technical clarifications, sectorial reports)
- 6.Receive the licence resolution; deposit the residuos fianza if you haven’t yet and notify start of works; during works comply with conditions (licence sign visible) and apply for modifications if you change the project
