Declare an extra dwelling in Catastro (split one flat into two)

Energy certificates expire. Without a valid one, the contract may be voided.

If you split one dwelling into two (or created an extra dwelling inside your property), this is about telling Catastro there’s now another dwelling with its own reference. Use this to make IBI and cadastral data match reality and the Registro.

What you need to have to hand
  1. Cl@ve, certificado digital or DNIe to identify yourself.
  2. Referencia catastral of the original property (on your IBI bill).
  3. Municipal planning licence for the division/works from the ayuntamiento.
  4. Final work certificate and plans showing areas and the resulting layout.
  5. Escritura de división horizontal (if you created two independent properties) or at least the visado project that justifies it.
  6. Proof of ownership (escritura/nota simple) and the IBI receipt.
Documentation
  • Licence and resolución municipal authorising the creation of the extra dwelling.
  • Plans in PDF (legible, with areas per room and per dwelling; a short memoria técnica helps).
  • Final work certificate signed by the técnico.
  • Escritura de división horizontal registered if you want two independent references.
  • DNI/NIE of the owner and an authorisation if a representative files for you.
Step by step
  1. Go to https://www.sedecatastro.gob.es and log in with Cl@ve or certificado.
  2. Go to Trámites > Declaraciones y comunicaciones and open Alteraciones de bienes inmuebles urbanos.
  3. Select Modelo 903N for división/segregación. If there was building work changing layout/areas, also submit Modelo 902N.
  4. Enter the referencia catastral de origen, the details of each resulting dwelling (superficies útiles/const, door number, annexes) and the owners.
  5. Attach the licence, final work certificate, plans and, if available, the escritura de división horizontal. Watch file size (compressed PDFs are best).
  6. Sign and submit. Download the receipt with CSV and note the expediente number.
  7. If there’s a requerimiento, upload the requested documents in the same expediente. When resolved, download the certificaciones descriptivas y gráficas for the new dwellings.
Tips that save time
  • Ask your técnico for a single comparative plan (before/after) with clear areas. That avoids “illegible” rejections.
  • If you’ll register the división horizontal, do not delay notary and registro: Catastro accepts the new reference more easily with the escritura already registered.
  • Name your PDFs sensibly: "Licencia.pdf", "Plano_resultante.pdf", "Escritura_DH.pdf". Fewer requerimientos.
  • If the portal chokes on files, split attachments and upload them in several submissions. Don’t wrestle for an hour with a 40 MB PDF.
Common mistakes that will mess up the process
  1. Submitting only 903N when there was heavy building work: they’ll request 902N too.
  2. Not attaching the licence or uploading a “project” without the municipal resolución: automatic requerimiento.
  3. Trying to create a second referencia without escritura de división horizontal when it’s required: they’ll stop you.
  4. Entering areas that don’t match the plans or the escritura: inconsistency = delay.
  5. Forgetting the 2 meses deadline: you risk sanción and IBI complementario.

  2. 2.Go to Trámites > Declaraciones y comunicaciones and choose Alteraciones de bienes inmuebles urbanos (Modelos 902N/903N).
  3. 3.If you’ve created another dwelling from an existing one: pick División/Segregación (Modelo 903N). If there was building work that changed areas/layout, also submit Nueva construcción/ampliación/reforma (Modelo 902N).
  4. 4.Fill in the referencia catastral of the original property, the areas of each resulting dwelling, annexes (trastero/garaje), door numbers and owners’ details. Attach the licence, final work certificate, plans and, if you have it, the escritura de división horizontal.
  5. 5.Review the summary, sign and submit. Download the receipt with CSV and note the expediente number.
  6. 6.If you get a requerimiento, open the expediente in the same sede and upload what they ask for (legible plans, licence, escritura…).
  7. 7.When they resolve it, check the new referencias catastrales appear in the sede and download the certificación descriptiva y gráfica for each dwelling.
